Of the photo editing software that I use, I find that Picasa 3 and PhotoScape both do a wonderful job creating collages. And they are both very easy to use.

Three of the editors I use allows for framing a picture.
With Gimp there aren't a lot of options but one can make borders around a photograph. Gimp also doesn't allow for previews. . . .
